Watch notes reach the cloud the moment they land, not on the next refresh
A note dictated on the watch would arrive on an open, online phone and still sit marked "Queued" until the user manually pulled to refresh. The badge was telling the truth — the note really was still only on the device — but the upload simply had no trigger at that moment. It now pushes as soon as the note lands, and again when a warm app returns to the foreground. The honesty of the indicator is preserved exactly: it clears only when the server confirms receipt, never optimistically, so a shortened wait is never mistaken for a completed one.
