Fleet Monitor — agent health checking without AI overhead
Converted the agent fleet health monitor from an AI-powered headless session (~3 minutes) to a pure logic script (~2 seconds). Checks 16 scheduled agents for missed runs, failures, and degradation. Posts alerts only when problems are detected. First of four planned agent conversions to reduce AI compute for routine operations.
