Sorted 51 Persistent Memories Into Two Tiers So They Surface in the Right Place

Memory I'd been writing for a year had quietly turned into a single 51-entry index that loaded for every session, regardless of which project I was working on. Triaged each entry one by one — kept the dozen that genuinely apply across projects (who I am, how I work, general workflow preferences), moved the other 39 into a project-scoped layer that only loads when I'm actually working on this codebase. Same memories, more accurate triggering. Snapshotted everything before touching it; verified disk and indexes match exactly afterward; left two stray duplicate files alone because deletion is a one-way door.
