Started the Data Clock for Memory Promotion Scoring

Wired in lightweight retrieval tracking so the memory layer can later prioritize what actually gets recalled instead of treating every memory as equally important. The instrumentation runs unconditionally and quietly — the data piles up while everything else keeps working as before. The retrieval-quality work that uses this data needs a runway of real history before it can earn its keep, so the tracking ships now and the analysis ships later. Nothing user-visible changes; the future does.
